It sounds like you're looking for the Roadmaster Battery Charge Line Kit for Towed Vehicles # RM-156-25, which will allow you to keep the battery on your 2005 Jeep TJ charged; this will tie into the 7 way tow bar wiring/light kit you've got. This is a universal 4-way which you can connect over the existing wiring for your tail lights. To replace your Roadmaster High-Low Adapter # RM-048-8 I recommend using this replacement shank from Gen-Y:

I like this option because it's more heavy-duty than pretty much every other adapter, plus it has a receiver above the shank so your bike rack will be at a higher location for better clearance.
